Stephanie McMahon gave Ronda Rousey her title back in the final segment of RAW.
Becky Lynch vs. Charlotte Flair will still happen at WWE Fastlane. If Becky loses, she is “done”, if she wins she will be added to the RAW Women’s Championship Match at Wrestlemania 35.

Becky Lynch vs. Charlotte Set For Vacant RAW Women’s Championship
Last week at RAW in Atlanta, Ronda Rousey laid the WWE RAW Women’s Championship at the feet of Stephanie McMahon, seemingly giving it up due to the company not reinstating Becky Lynch.
Tonight, Stephanie McMahon gave into Ronda Rousey’s request to reinstate Becky Lynch, but declared the RAW Women’s Championship vacant.
"As of this moment, @BeckyLynchWWE's 60-day suspension if officially LIFTED."

She then booked a match between Becky Lynch and Charlotte Flair at Fastlane, with the winner becoming the RAW Women’s Champion.
Becky Lynch was ordered to sign a “hold harmless agreement” to ensure the company would not be liable if she is injured.
