Several WWE superstars may be on the shelf due to no creative plans following the WWE Draft.
According to Dave Meltzer of The Wrestling Observer, The Usos and Naomi don’t have any current creative plans, which is the reason they weren’t included in the latest WWE Draft.
Jimmy Uso was arrested due to a DUI over the summer, and has been out of action. WWE seemingly has decided not to use either him or his brother Jey in any up-coming storylines, despite the pair being backstage at the Friday Night SmackDown debut in Los Angeles.
Jimmy’s wife Naomi is also currently shelved following taking a leave of absence due to personal issues.
Naomi posted a message on Twitter at the end of September stating she is dealing with health issues, and she will be back when the time is right.
I’ve faced some trying times the past few months…losing a loved one so dear to me (rocked me to my core) & handling my own health issues I wasn’t aware of forced me to slow down & reevaluate…I want my loving fans to know that I’m ok and will be back when the time is right😘 pic.twitter.com/9eL1vZCCIb

Luke Harper’s current status in the WWE is currently unknown. He recently returned following a several month hiatus, teaming with Erick Rowan. Rowan has since been drafted, and now WWE has no creative plans for Harper moving forward.
Luke Harper’s WWE deal was set to expire in November, but additional time was added due to injury.
